Hello, I'm a new player in Azur Lane, and I've obtained some ships in the last event. Currently, I'm using only this formation.
Maybe this can be util:
Fleet slots: 3
Campaign 5-3 and Hard 3-2
Retrofit order Portland > Z23 > San Diego > Unicorn
PR ship in development is Saint Louis as the first ship I unlocked.
In rookie exam, I'm thinking on getting Hood, for Monarch dev.

I don't recall there be such a requiremnt

even if it did it's still best to stick to one fleet for now

you have neither the resources nor worthwhile ships to make two fleets worthwhile for now

There's a mission: Have 2 fleets(12 ships total) with an average level of 90 or higher
