retrofit Yuudachi, Sandy; level up and retrofit Helena, An Shan, Chang Chun, Ark Royal and Portland
max limit break Jervis, Janus, Scylla, Enterprise, Volga, Aquila (especially the first two as they pair really well together!!), Scylla (and Sandy) will help you greatly once you get into the plane chapters (12, 13 and 15, but considering you're only on chapter 9 right now they're not the biggest priority), Enterprise is a great damage dealer to this day and Volga is a healer (along with Unicorn and Aquila) to heal everyone in a tough spot
for tanks (the best damage takers), Prinz Adalbert and idol Roon
other ships you could level (and max limit break, for both a story-wise perspective and personal preference): Bristol and Hood (with augment)
bonus! you have both Rikka and Ryza along with Chise and I would greatly consider that you level them up as well (granted if you have their augments and their special gear, if you don't, then the ships above I've listed are much higher priority)

and if a ship has a special augment for themselves, use that!! for the ships I see you have, I'd highly recommend Hood (as mentioned previously), Montpelier, Belfast, and Avrora
