not better than a L85 MLB takao. I mentioned it earlier but you can do T5 with 2 or 3 white ships even. It's more important to have levels because you can use it hammer home level advantage. A fleet of L105 ships would be 3 times stronger than a fleet of L80 ships because they would do 1.5x damage and take 0.5x damage

it ain't worth dumping hundreds of books into portland either or waiting for her to organically achieve L91. clocks a ticking on T5. probably should have just gone with L88 MLB phoenix also instead of again needing hundreds of books raising a L1 helena from scratch.
