That should be enough for 9-4. Are you dying to the boss, or mobs? It might be time to start working on a second fleet, if it's the boss that's killing you

yeh I die on the boss round, boss usually nearly dead but Pennsylvia dies

I'd say for now just work on levels, and once everyone is 110+, try again.

Replace the one DB Sara has with a second Helldiver, retrofit her, and give her her augment. That's a lot of damage sitting on the table. I'd recommend replacing Penny's secondary gun as well, although you don't have any options for that yet. Replace the autoloader on Penny with the Fire Control Radar
Other than that, things look good, although Shima could use a single 76 (blue) instead of the duck gun. Might give you a tiny amount more damage
Actually, thinking about it, give Penny the secondary Portland has, and then give Port Penny's current gun
Level all your gear to +6 at least as you can; +10 would be better
Actually, now that I look at it, I realize NONE of your ships are retrofit. Prioritize Unicorn > Sara > Portland > Helena

With retrofit items, you mainly get it from hard mode right and research? I find them to be quite rare
Did you mean this blue gun for Shima?
I was told that the blue gun isn't the best for her, so I wasn't sure
I'll craft that blue one and give it a shot

It's not going to make a huge difference, but it gives her more AoA, so it's generally considered the best. Her gunnery stat is REALLY bad
