don't be afraid to play with faction fleets if you find it joyful, you can clear all content with faction fleets if you understand the mechanics of the game

that shimakaze and noshiro is a good combo but you you are lacking a good DD gun in there. my recomendation is to farm yuudachi at 6-4 and retrofit her, that way you'll get another torpedo powerhouse with good DD guns

also, something you will want regardless of whether you are using faction fleets or not is to guaranteed air superiority, for that yu need to bring a minimum of CV to the map with you. before CH12 you might get away with just having 2 CV in one of the fleets, but at some point you will need to have at minimum 3 CV across both fleets
