#Who to prioritize levelling and gearing?

I've been doing nothing more than spamming same w11 or event stages over and over with either Soviet or PR quest req ships and no idea what to actually do besides that.
Would appreciate some possible fleets for w12 and w13 unless am overleveled for those. (and OpSi which am neglecting the most)
Also can send elite ships if needed
