She's just a slightly better Phoenix, essentially

The fleet you have should be decent, your gear needs work

Portland has a vanguard damage reduction skill that reduces the damage your vanguard will receive its way better than Phoenix so I would agree with replacing Phoenix

W10 is like the 1st difficulty spike

W10 has a lot of Torpedo attacks on your vanguard, the biggest issue is the lack of damage you are likely doing
