First off retro portland she'll be a tank for most of your early stages, retroing z23 is a good idea especially if you can afford her augment

Remove sirius and akagi unless you can replace arizona with kaga

Retrofit, it raises them up by 1 rarity gives them an extra skill and also gives stats

Raising her stars is limit breaking or LBing

Z23 hits like a bus and can make shields and with her augment she can replace sirius or hatsuzuki

Maybe hatsuzukis better if you swap ari with kaga, not too sure shes new

I can see that, if you manage to get kaga tho use Unzen sirius hatsu, kaga goat and akagi

You get them from hard mode btw, make sure to 3 star a world or two so you can get core data and retro bps

You can skip PR1 altogether and do Azuma and FdG, they're coinable meaning if you have the patience you could do pr4 or pr3 ships right after

Priority ships

Research lab and stuff, you'll unlock them soon enough
