They are both in medal shop (if BBs and CVs respectively are in rotation) and the exam rewards from rookie missions

You can start using your copies to MLB you ships for faction bonuses (or just mass retire all the blue duplicates; you'll find more later to use as limit fodder, none are exceptional; maybe shouhou, ise, hyuuga, but you don't have extras of those)

On paper there are a few SR CAs that are better but due to mainly costing SR Bullins to raise, Portland is enough until you can get Anchorage and the CBs from research

Her sister Indianapolis (elite) is much worse, which skews the weirdness factor more.

It's an investment of gold, plates, etc. But it raises their rarity (and stats) and unlocks or improves skills.
