Can anyone suggest 2 fleet formations from these no matter if upgraded or not just the best formations you can

though start leveling Nelson, Saratoga, Yume and Helena

Like cheeky said, stick to one fleet but you can swap out portland for yume and penny for nelson (try to retrofit her asap) and you'll have a solid fleet

What you can do is focus on retrofitting Laffey, Unicorn, and Portland to help with your current fleet

Boss: Nelson, enterprise, middy, yume, Helena, laffey

Yes, she's overall better than portland for tanking
