short of swapping all the gear to actual decent poverty pieces I think just enhancing everything to +3 at least will already hugely change his run outcomes

enhance ur planes and main guns then toolboxes/steering wheels/naval camo then intercept guns then rest

he doesn't have a lot of options and not a lot of coins to enhance, I'd say just get enough to grind out T4 and he can work on sorting the rest out later
