Nope, you'll waste resources when you'll likely get better ships before you need one

With the monthly sub, early on you'll probably want to claim it every day but once you hit a certain point you can let them build up in your mailbox and its a healthy hit of cubes, oils or coins when you need them

Tbh most of the packs in this game are excellent value compared to just about any other gacha game so if you need something and can afford it then you shouldnt really go wrong

A pack tl seriously consider (if you can and don't mind spending) would be the PR2 pack with extra blueprints and use it to build Kitakaze.
Hoods pretty easy to get, she's available in heavy pool and Requisitions and you can select her when you finish the rookie missions if you dont get her before that

and these ship are strong and easy to access as well which you will want for higher world: helena (retrofit) and san diego (retrofit)

Depends on your cube levels tbh but getting Otto and more dupes of Bismarck is okay to help level her. I'd recommend just do your daily 3 builds in their pool until the last day and then decide if you haven't gotten otto whether you want to go hard for her

My vote for pr1 is monarch and pr2 is Kitakaze. Kitakaze is one of the top 3 DDs in the game. I've got every top tier DD except shimakaze and my Yuudachi isn't retrofitted but Kitakaze is my most powerful
Roon Muse is way better than Roon though and available in the core shop

Its up to what you decide but I built Roon and havent even bothered to level her and Monarch is still the mainstay of my mob fleet flagship (more coz I love her but she's still a powerful BB)

I say get the shipgirl first and then focus on the highest tech gears. I personally would get Roon M and then Independence if I was still short of good CVs and then the gears
Tbh there's no real right or wrong answer here, just go with your preference

Use this if you havent seen it before as a guide on ship tierings and the best gears for them
Look, my view is that you've got plenty of time before the high level gear is really gonna make a difference in like world 10+ so use the time to get the higher tier shipgirls you have access to and upgrade and level them and then once you've saved up something like enough core data by the time you hit the higher worlds you can buy the high tier shells and gear and its an easy upgrade and equip

One fleet is good for now, I'd recommend on all your dupe rares and elites to start levelling them and limit breaking them. It'll free up dockspace and get progress towards your tech points for pr ships
Your main fleet should be
Bismarck Zwei, Enterprise, Unicorn Reto
Portland retro, Kitakaze, Regensberg
If you really wana start working on a second fleet your options are a bit limited but you could go.
Hood, Nagato, Ark Royal retro
Minnie, Helena retro, Zara
