I'm not seeing any +11 gear... do you have gold plates stashed up? Also, do you run opsi as part of your daily play? There are daily missions there, and they give a lot of the more advanced upgrade mats.

Anything rainbow is probably fair game for upping. Ultimately your auxes and main guns will all want at least +11, the shells and rainbow planes are also high priority.
