Again fleet power doesn't mean much. It favors ships with multiple/high stats but no one is going to claim Sirius isn't more useful than noshiro

Levels is one way but complete overkill to use 120. Those are not bad useless ships. If you can't beat something you have 5 level advantage over with those ships, then you have a gear issue
