as for pvp fleet. it'll be hard bcs it's one of the more expensive fleets, but is more consistent: NJ (she'll rerun, don't worry) - Hiryuu - Shinano - Anchorage - Harbin - Juneau

very, very expensive comp, 3 wyverns 1 tenrai 1 457. all +13. but it's among the better fleets for a good reason.
considerations:
shinano: awk pearl because it's convenient because of DoA rerun. frontier medal is also fine
hiryuu: can also use sea hornet, though i prefer flapjack. wnt preferred for consistent attacks
new jersey: normally people prefer manjuu nj. not in this fleet though, refer to anchorage. and no rainbow table, vanguard event/rerun is still far
anchorage: manjuu goes in here for this fleet. your backline really needs frontline to survive as long as possible. sextuple bofors is fine for poverty option, heel is farmable at passionate polaris war archive
harbin: permanent content, and is downgrade to shimakaze, which is BIS here. edit: noshiro or yukikaze are your options considering shinano's buff... consult pvp lists for gearing.
juneau: double boiler, though double gyroscope and gyro + torp bulge are also okay depends on your experience with frontline performance. as for torps, quad mag is also fine to +13 instead. sextuple bofors is poverty option

Basically you absolutely should be using vanguard and max limit breaking her. She's a UR ship.
