Help building a decent 2nd fleet

Here's my current 2nd fleet and unused Dock (+Kagerou not in ss), just kinda put together for the sake of clearing/mob for 3*.

Wanted some help on who to level next for a decent 2nd fleet and start leveling/mlb-ing them

Helena replace Shropshire, and anyone replace shouhou

Shouhou is 108% useless in a boss fleet

Gotta start leveling and retrofitting her then

And then you could buy independence instead of use ark

I have more than enough for Independence

Ark is good outside of campaign, but independence is good for both

So I go Portland -> Helena -> Independence in terms of retrofitting?
