Ok since you are at 4-4 you dont need a second fleet its actually a waste of resources to make a second fleet as your ships arent very good, for the first fleet use, Uni Rodney and Hood (hood as flag) with Portland (leftmost position) following by Helena and z23, for now get more levels Max limit break the ships and with the gear boxes try crafting them till purple boxes

Fleet : Hood/Rodney/Unicorn/Portland/Helena/z23

Focus for now on getting those ship level up

Also unicorn is first prio to retrofit

Yes enty is very good for bossing but for now dont invest on her, on medal only hood and enterprise(enty) are good. You later develop a second fleet on like w9
