another thing I noticed was that I got like 4 airstrikes on me, if I bring another fleet with as much AA stat as possible does that go down or do I just have to deal with it

if you are having problem with ambushes you can slap an SG radar on one of your ships to minimize the chance of getting ambushed

It's a combination of avi and eva stats of the fleet that reaches the higher recon value (Not both combined)

incidentally while I have you, whats the best way for me to start leveling a 2nd team in a somewhat oil efficient manner
like, if I just slam a 3-3 fleet together its gonna be like 50 oil and I dont wanna spam 3-4 for 50 oil for 200 runs or whatever it takes to get to chapter 9 ready

I usually just put my ships into dorm until they're ready
But I don't think that's an option for you
I'd just lvl 1 fleet
Then once you get high enough you use unicorn and a high lvl vg to carry your low lvl ships through 9-1
