rn i'd recommend going into pr4 to unlock anchorage, agir and marco polo since they'll contribute a lot to your dock
also remember to unlock friedrich in pr2 so you can coin her while doing pr4, she'll contribute a lot for your BBs

Tbh I can’t see any way to make multiple fleets currently but I can say which ships to invest in. You lack levels and limit breaks which will take an enormous amount of time

Aquila’s the only one that needs more leveling up but that shouldn’t be too problematic
