IV mean you are focus on PR4 so you will get research project from that PR, FDG face showing up mean you are using catch up on her

Once ship reach dev30, they can get more BP to do fate simulation, you can use their BP to do Fate sim or turn them into protocore to use in prototype shop

BP from catch up is a finite resources, using them on ship that can buy BP tend to be bad, FDG isn't coinable on your server yet, maybe 1 more year away
