pushing for W9+ is good, but you'll also want a second fleet at some point. What you want to do is your decision.
My suggestions were just gear improvements you could do on your current fleet
you can get gold rudder from research only. maybe you already have bps for it, if not, you can use blue rudder/naval camo (they are exactly the same stat-wise) as budget options until you get some.

implacable + enterprise + pennsylvania
might be your best short term solution as your boss fleet backline
enterprise needs max skill lvl to be somewhat consistent with their double dmg procs i suggest starting on that soon

if you want to clear a w9 level for the oilcap you probably could get away with using a 2nd fleet to kill some mobs to make sure your unicorn fleet has 1 ammo for the boss
