you should be progressing through the main campaign then
the foxes are not necessary for progression and you want to reach oil-capped maps as fast as possible for infinitely better farming spots
the foxes are meidocre at best, can't fit into fleets well and require gold bullins to limit break

Akagi and Kaga only drop from the boss nodes
you can check the wiki but generally the stage ships only drop from the boss
whereas everyone else can drop from any node
though the boss is the only node that grantees a ship drop
