Make 1 fleet for now, go to guild shop and buy unicorn

Buy portland too

And buy Pennsylvania

Helena too

Make a fleet of: Pennsylvania unicorn long island, portland javelin and helena

#

For more context about guild shop, you are given a bunch of initial currencies and you can buy a ship and reset once to buy more

The location of the guild shop is in the shops section, scroll on the bottom tabs to the right

#

Only build second fleet when you acquire enough ships from events or different shops
