Laffey (solid USS Vanguard, though will probably have plenty of those. Still nice)
Essex (alright all-round CV)
Impero (good, though I personally don't know enough)
(High priority) Independence (gotten for 1200 Core Data. After her retrofit, becomes incredibly powerful, mainly for mobbing, but can also boss and provide AA. Before her retrofit, she isn't great)
Perseus (tied first for best mobbing/healer Main Fleet ship in the game)
(High priority) Unicorn (retrofit her ASAP. Tied first for best mobbing/healer Main Fleet ship in the game)
Portland (cheap, good tank)
London (sucky without retrofit, but once retrofit has nice gun DPS for HMS XP grind)
Z46 (useful for KMS grind when paired with Z1 Retro and Z23 Retro, but also alright by herself, with solid torps and alright gunnery, mainly with the AP gun that is meant for her)
(Semi-high priority) Z23 (retrofit her. Useful for KMS grind when paired with Z1 Retro and Z46, but also alright by herself through a mix of torps and gunnery, as well as Destruction Mode)
U-47/U-96 (leave until late-game, but form a Wolfpack)
Hood (mainly with her Augment, is a very good mobbing flagship)
Amagi (useful mobbing/barrage BB with the ability to help all other ships survive that much more)
(Semi-high priority) Ark Royal (retrofit her. Good bossing CV with a slow and good heavy armour damage)
(High priority) Helena (retro isn't high priority. Can be gained from the Guild Shop. Very strong support to Main Fleet ships for bossing)
(Low priority) Pennsylvania (cheap all-round BB that just works for most mid content)
(Low priority) Phoenix (cheap tank, second to Portland)

That's going to be awhile unless you have stash of retrofit bp you aren't using for some reason. Unicorn, independence, london all suck without full retro.
