Developing doesn't make them useful. It's going to be a long time before Azuma is usable.

to get them to not show up you need to do research or enhance with coin

#

if you do research you can't research something else

#

that's why it's inefficient. If you only use coin to fs5 ships then you make progress with coins AND research
