u might wanna wait more while u still lvl ur good ship and get more b4 pushing w13 since there isn't a real incentive to do so. 13-4 is best coin spot but ur prob not gonna be able to farm it while lvling ship so u`ll lose xp eff anyway

either sandy kai or juneau kai

i think cad did give a template w13 fleet but imo w13 is still some time away and we don't know the future so ur options might completely change by the time u decide to push it

eugen's a solid ship after you MLB all relevant backliners, hood and essex
you dont have a giga tank for hard content, either opsi or campaign
and portland dmg will not swing any boss fights
