I would keep blucher. I think you need to drop z23. move suzu to mob and roon to boss

no sandy would be in middle, blucher offtank. but you absolutely need to retro sandy or else she's bad. If you aren't going to retro sandy immediately just use helena

it matters not whether boss is fleet 1 or 2. as long as you know which one is boss.
