You need a better secondary gun for Hood, for one thing. I don't think there are many bomb boats on OpSi, but that one is garbage for main fleet ships. Lose the SG radar and replace with a Fire Control Radar.

I think I'd replace the Ryusei on Enty with a Barracuda, but that's up to you. Replace the Avenger on Uni with a Barracuda if you can. Replace the torpedo bulge on Portland with a rudder, no need for the hedgehog on Waka

It won't be a huge difference, but awaken Hood when you can. She has enough XP to get to 120 right now

Yeah, that should be fine. The main gun and most of the gear on your main fleet is good for now, it's just waiting for better gear at this point.
