I mean...judging off what you're using, at its core is solid, putting gear, and levels aside

Getting independence and sandy Kai is a good start
Independence, is a solid pick up for those two worlds, that said vanguards that can deal with AA will be key as you need 1 in each fleet, Juneau Retro, Isuzu Retro, Sandy, or Cheshire are some choices for that purpose
Isuzu retro is not worth 
Also big rip, don’t see a sandy
Unicorn independence illustrious should be fine in mob, def need a aa carry for boss tho

For tanks is Minneapolis and Belfast good enough
minne is great, belfast is relegated to off-tank at most though. portland retro or better takes over tank role
nah Minneapolis is only ever a mob tank at best, Belfast isn't doing anything Tank Wise
