First off
for early opsi you can run 2 fleets like you do in main campaign. one mob and one boss.
once you get more ships then you can start thinking about making specific composition fleets.
I don't have 2 main campaign fleet

for starters, you need to progress your main campaign to at least ch 9, cause that's where oil cap mechanic comes to play and you can farm rather efficiently.
now, for comp to do that:
mob, you can run Amagi, Unicorn, and Saratoga for backline, Portland, Laffey, and Sakawa for front.
for Boss, go with Hood, Massachusetts/Lizzie, any battleship or carrier for main, Taco, Wakatsuki, and London for front.
technically, you can run your current setup for now but they will be outperformed *later on until you can understand the gimmicks of your ship and the enemies.

It just takes forever to get to 65
i don't know how to be efficient with my oil to xp ratio
i did 1:1 on 6:4 but apparently 3:3 on 9-4 is better i think?
Also level your ships. if there are duplicates, level one, then use the other for limit break
long commissions are fine for early stages, and dorm is very good to boost your ship's passive EXP
yep, that's because of oil cap
dorm is always up trying to restore mood most of the time
And I don't think i can level my other ships till 9-4 cause the efficiency is horrible
comm xp is mostly for the ships you don't use for the moment and plan to use later (at least from how I use it).
the way I use it for ships that I want to run for farming if they are not up to speed is to put them in dorm, then long comms while limit breaking them at least until level 60 ish for early game.

if you're lucky you can do those dailies that will yield 120-220 oil per 2 hours.
you can save cubes once you're done with the event. just do 1 light build per day ez while doing weeklies and dailies.
