I have mostly used my first and second fleet for campaign, I don't touch campaign often and my fleets are in different order for OpSi.

at w10 lvl 100 ships can pretty much auto the map

so you can kinda just use whatever ships you want to level, then worry about fleet comp when you have them leveled a decent amount when clearing new maps

I always end up doing this in reverse, as for context, I always use their airstrikes to soften bosses so the ships at front can torpedo them.
