well there's 2 thing you could do, procrastinate till the end of month to do harbiter (you will have better ships then)
or make 2 light fleet and go do harbiter at the beginning of the month

and that should last you till end of month, which you would then want 2 HE fleet, so the usual ddgs + anti-light shenanigan
