take it slow
as qwert stated before, the stat increases are pretty minimal
more importantly, getting a good cat is rng and extremely expensive due to rerolling talents when you dont get what you want

from the looks of it, youre probably going to have to rework your fleets for opsi, which will help for cat placement
for right now, just place em where theyll probably give the most benefit and just have a high level cat in every fleet
