I'm not 100% sure but I'm pretty sure Nugget unsyncs BBs due to her 20% RLD. I could be wrong though.

is it fair to trade her buffs for more consistent syncing

Errr I would say can probably only sync properly using 3 BB, or 3 CV, or Nugget + 2 IJN CV tbh

If you put Nugget with Shina and Haku you can sync the CVs with Helena

Can try to Sync Shinano Enty Ark but you need to tweak launch timings quite a decent amount if you want sync CV

For BB something like Musashi Monarch and Warkai can sync for example.

so there’s no way to put shinano and musashi in the same fleet
