You have all the ships you need to build two fleets indeed. I'd put Vanguard, Enty and Shinano for the boss fleet, I don't know if Saint Louis is a good tank or not, just to be sure I'll put portland as boss main tank

As I can see you have my opposite problem, a lot of Back fleet ships and few leveled vanguard.

I'd suggest levelling suzutsuki, pola and z46 for example
