I would yeet Shouhou for Saratoga instead. Ark Royal is good to raise her level higher as well for CV boss fleet. Indep is worth raising and retrofit. if you're approaching ch 13, Sandy is also worth raising up and retro. Along with some good subs. 96 is worth picking from invitation yes.

Can make an antilight but a but expensive to raise rn, skippable
