i would say early on you can relatively use one fleet for both mob and boss fleet up until like world 7. I would use Warspite Flag, Enterprise, Hornet for main fleet and Prinz Eugen Front, Laffey, and Helena for vanguard
But you can change depending on oil cost and such

keep at most four copies of rare and elite ships
so scrap most of those houstons
after you recognize what rares you get the most, can scrap those too
because they're repeatedly farmable
