again,victorious aint used in fleet,just 1 and 2 are those that i take into combat,3 and 4 were for opsi as it random needed me to fill fleets for the story part

i have Roon dev 30,Saint louis dev 6,need just combat II and 30k coins to finish researching Monarch
then i want to start either Mainz,Odin or FdG
i can start researching any pr1,from pr 2 FdG as i said,from 3 Odin and Mainz,from pr4 AvP and if i get 50 more tech then Agir

I would use Vicky, Dommie, and Uni for sure. I haven't done SP4 yet but you should be able to run Hood and Ark there also. That means only backline slot remaining goes to Roma or Shinano. Your pick. Vanguard, remove Eugen and Cheshire and get Monty and Z46/Suzu some xp. Go raise Helena if she can survive.

the point is to get out of monarch asap. If you're going to thinking about it logically using Unicorn is a waste also. SP4 is not hard enough to need Unicorn. But are you really going to a full IJN fleet for Monarch combat data? It doesn't work that way.

I would not want to do KMS main with only Tirpitz. that would be pain. And Brunhilde should be enough for Agir no?
Also no FdG because she's useless until you FS5 all the gold PR2 ships

SP4 should be easy. Now is the time to reorient the fleets and raise some ships you should be using and dropping some you shouldn't. Also just because you remove Eugen, Little Cheshire, Yorktown etc doesn't mean you stop using them. As you say they are still required in your OPS fleets. They'll do something even if it's not top tier.
