For the mob fleet just do unicorn and whatever, and for the last fleet put your strongest remaining ships I guess.
For vanguard just sort it out however you want, prioritizing the BB and CV boss fleets. Tank Helena DPS, Tank Helena Tank, Tank DPS Tank, are possible templates

Ayanami is good on a boss fleet if you manual. Until you LB Shimakaze

Kitakaze, Anshan, and suzu also are non-tank options who can go anywhere (one per fleet probably)

Compared to what you have right now, yes because you don't have enough tanks. I see Portland, Heinrich, Cheshire, and not all of them are reliable on auto bossing. Mainz isn't either, but more tanks to fill slots are good
