you're using 3 capped SR's. that's a significant block on progression.

I think your only paths for progression are Z23 or Saint Louis. Both will be better than London eventually but they are behind on levels. I don't see how Montpelier helps you at all. You have no bulins and you won't have spares until you get six more. Maybe 4 if you buy two GG's from shop.

what will really help is getting a independence retrofit

that would be a non gatcha improvement also but they are really short retrofit bp. laffey, london, portland, helena are all still not retrofitted and can't tell if unicorn is.
might have issues gearing 4 carriers also
