Vanguard I'd recommend any of the following. Helena, Cleveland, portland, pola, Phoenix, any of the starters

Why not both?
Because the way their barrages are located, they need to be centered to gain full effect. Amagi not in center isn't horrible but non center hood is pretty bad
Probably gearing, levels, and limit break
Raise them if you'd like, but you'll need to get portland up anyway for the newbie quest

I’ve been farming parts on stage 3.2 hoping for kaga or akagi

But 3-2 drops the bunny sisters who are better in my opinion
