Plus shelling resistances on boss nodes also reduce vanguard damage, so eugen on CV fleet is losing nothing

Roon is better in CV fleet once she's leveled, but thats honestly such a small minmax

Roon does alot more dmg than eugen but comparatively nothing in opsi to CVs
