I would take one of the DCP skills over brawler (brawler is never worth it in literally any situation) and replace the inspirations with secondary inspos. von Hipper and ARP Haruna are the best imo. I would also take Fight Fire with Fire over Will to Rebuild, as WtR is highly situational. FFwF will be better since you will be getting set on fire a lot.

now it gets increased to an absurd 10.5% fire chance

I built my Rhode Islands for full secondaries and main guns. Cuz in PC (Idk legends) you can add all the secondaries upgrades and captain skills and in the 6th module you can pick an exclusive american module to improve dispersion by 11%. In Rhode Islands case, her rld is 24 seconds which is great

What I do is climb high, look for a bomber, and if there is one, I go for it. If there isn't one, I go low and head-on against the fighters, taking advantage of my good weapons and aim to shoot first and then go for another one.
