For the past twelve hours I've been trying to do that. And honestly it's so convoluted, you need to stagger him at 60% AP, then keep it stun locked on the way to 0. If it gets movement again, the bailout message will procede. Though aparantly system messages about ammo and AP will delay the voiceline from triggering for the duration.

so you just need to account for your targets direction and speed
