The predictions for the DRs were always including an US BBV, and those were correct. Napoli wasn't on anyone's mind.
So you're just seething over Kearsarge existing in PR6 over a complete lack of forethought and just immediately assuming Napoli was going to be in.

It's incredibly greedy in terms of monetisation, and has a lot of grinding, but if you want to play it casually, it should be fine.
