||initially, yes he just wanted to be stronger and kill his brother. then he found out the truth behind that whole thing and his goal was genocide because "how dare the leaf village people be happy", then he wanted to be hokage and thats why he fought naruto at the end of shippuden. for most of the story all he wanted was revenge though, and for a majority of it he was definitely the villain||
