I didn't choose any HDD. It's just my opinion, but I think that at this budget, you should just spend the extra for a big SSD (that has high endurance, so none of that QLC crap). And don't worry about the compatibility, because you can update the BIOS on the MSI Tomahawk without a CPU.
Feedback from other #technology folk is appreciated, there could be things I missed.

if you've already got one it's fine but I wouldn't advise anyone to go and buy one if they're paying a premium for it

$60 more than your basic NVME and ~$75 more than your basic SATA M.2, but for 1 TB of MLC storage it's a steal. No SLC cache so it has more steady read/write and MLC has a higher read/write endurance than TLC drives or QLC.
It's a matter of how much throughput and read/write endurance you want (and whether or not you can justify the cost) and where you want to penny pinch but the $10-20 to go from a SATA based drive to NVME is rather straight forward.
Though if anyone is eyeing the SM961 I'd go for the PM981 instead since that's newer.

Drawbacks include not being guaranteed a specific model, and maybe warranty stuff

The platter density means there's not much difference between a 5200 RPM and a 7200 RPM drive for a single user, but... without drive parity you risk looking several TB of data should the drive ever die on you.

I use a ThinkPad T450s, can't game for shit but it's FHD, 8GB of RAM, i5-5300 CPU, supports a tiny ass m.2 and or a 2.5" drive and they go for like $200 used.
Soldered on CPU but who cares since it's dirt fucking cheap, just pay another $50 for an i7 for whatever reason if you want.

Crucial (and often Intel as well) uses SMI controllers and Micron NAND, so they're pretty robust and generally a known variable
Samsung makes their own NAND
Also, Inland has some good SSDs. The Inland Premium uses a high quality controller and Toshiba NAND
Samsung is cheap af for the quality
The OEM Samsung Polaris NVMEs are great if you want something that leans closer to prosumer.
Since they're like nearly half the price of the non-OEM 970 PRO line.
Otherwise I'd say something like... the Crucial MX500 NVME (avoid the P1) or choose a similar nvme with MLC flash
if you don't need or can't justify the extra cost for the improved read/write endurance and higher sustained speeds
I would suggest avoiding drives using QLC flash, as well as those without a DRAM cache.
MLC with DRAM is reasonable and won't break the bank.
If you want TLC and don't want to go with an OEM drive without the manufacturer warranty, then the Corsair MP510 is an option.

4 has true gigabit Ethernet vs the few-hundred megs on the 3B+ and 100 meg on the 3B. 4 also has 2x microHDMI instead of 1x HDMI, and it has USB 3 ports
The SoC in the Pi 4 uses A72 cores, vs A53 cores in the Pi 3B and 3B+. Much higher IPC
2-3x perf at the same clocks
A heatsink may be prudent, as the Pi 4 runs relatively hot and is known to throttle if run at sustained clocks
Active cooling not required, but can be nice to keep temps even lower
Due to having USB 3, the Pi 4 is more useful as a NAS, if for whatever odd reason you want to use it for that

Because of my countries PC part prices, a laptop would be cheaper than building myself a PC with the same parts. A GeForce RTX 2060, a good processor, 2k 144hz monitor, the rest of the parts, a desk, and peripherals would be more than 2000$, but a Dell G7 Gaming with the same specs is cheaper than that, and I dont have to buy a desk or go through the process of building it
