Both.
The buff + debuff is to both.
The reason players use this is because their fleets are 2 or 3 CV (or they expect to face an opponent who uses 3 BB). If you fight against someone who uses this aux, it's more annoying but not unbeatable.

If you need exp, fight defender with higher level ships. Beating a higher fleet power doesn't give any bonuses (except a good feeling you beat a fleet with a higher power rating).
