On the stance that starting score doesn't matter: it might actually matter depending on play style.
I've kept the same schedule of login and play and have regularly gotten ~70 bonuses every season (at least the past 4 I've tightly tracked, and the previous 2 I loosely tracked) barring various starts (120~140). A missed exercise set wouldn't affect this total too much either (maybe an extra +2). I would have had to change my log-in times or frequency to inflict any change (positive or negative) to the number of total bonuses (not score).
For those who are more hawkish, starting score matters less because they can adjust their hunting the fly, but it's not insignificant.

It doesn't matter really. U can try stacking Suzu and YKKZ, two DD's, while using Juneau, but could have some issues with proper tanking. Otherwise, u can mix and match between all four, while avoiding double DD.
So like, Juneau + Azuma/Noshiro + YKKZ or Suzu.

Not really. In theory, Azuma/Noshiro is more reliable, but YKKZ and Suzu also have their strengths.
Beyond that, I use Seattle, cuz she tankey and very reliable in CV meta.

Nelson flag unnecessary with Manjuu on Juneau, you'll just take extra dmg on Nagato for minimal benefit at best (and Nagato already dies before Juneau too often, and Juneau can already RNG survive too long vs airstrike probably cause AA mode + movement RNG)
use WNT instead
it has extra good scaling with Nagato buff for CVs too and a better stat spread
especially once you have Wyvern, Nano slot 1 should be a fighter optimally for spotting reasons (without wyvern spotting is RNG anyways so meh)
optionally 818 on Hiryuu for a chance to have Nano nuke vanguard harder
other adjustments to CV loadouts have already been mentioned
You 100% want beaver badge somewhere over rudder (or maybe with rudder on Azuma)

I use 138 on sandi for pve. I consider it superior over 114 if the ship has good gunnery, and only opt for 114 if theres a good barrage to spam due to 114 rof, and the ship has generally poor gunnery
Only exception is kitakaze, where 114 would b better, due to skill changing mormal ammo armor mods
As for pvp, i use 114 becase all vg's are Light/medium armored, and 114 would also have good shell properties to hit a speedy vg
Also, 114 has some aa, which would help juneau out. I would use 138 if her base gunnery was better tho.
Ultimately, ur not gonna really b losing games either way due to Juneau's choice of gun, well, as long as u use one of the top guns anyway
