Manjuu anywhere does nothing if they have good torp rng.

The reason for manjuu NJ is for the close battles. Outside of torp rng manjuu will usually proc on an Ancho earlier than an NJ and when both vanguards are dead, which is common when you're facing a good fleet the winner is the last invun to proc.

at that point why not just run Juneau to give your fleet a health advantage

Having the later proccing manjuu also lets you run fights longer, letting a close fight continue after your manjuu Ancho is dead is risky. With a later manjuu proc you can run the fight right to the end and often you win.

The value you get from Juneau is pretty variable, depends when she dies and how the damage has been spread around.

Depending on your fleet build you also may not want to slow the fight down like that.

If you're running 3BB you want to kill their vanguard quicker so you can get to their backline and so your BBs hit stationary targets, Harbin is better for that than Juneau

Yes it's playstyle, there are 2 different meta fleets you can build for PvP, a fast one and a stall one. One runs Harbin and BBs or Preloads and one runs Juneau plus WNT

I’m running Anchorage-Shimakaze-Harbin for front and Fdg-musashi-NJ for backline. And I usually win. But since the simulation for harbin I been killing all the Juneau teams with more ease. But I didn’t have bad issues before though, I noticed quite a difference

There are triple BB fleet builds with Bisk2 in the Google doc in the pins. However, Bisk2 is much better in defense than offense, because of the way her beeg succ works. It misses a lot on offense due to the distance between the offense backline and the defense; inversely when she's used on defense her distance is really good for getting her skill to work. She's a very good choice for defense, but there are better BBs to choose for an offensive fleet (probably even gold ones).
